I imported a 853×480 – 29.97P ProRes 422 file into Final Cut X. I dropped that into the timeline, used Export Movie from the Share menu and exported to ProRes 422. The picture comes out looking soft. I even rendered to H.264 and the picture still looks soft. Why is that? Just to make sure my expectations weren’t set too high, I rendered the same file with Adobe Encoder and the quality is much better. Also I don’t see any options to change when using Export Movie. Does FCPX just select what it thinks is best? What am I missing here?

Maybe because there’s no timeline setting that matches what you imported, the image scaled. You’d want to import 720×480 anamorphic pixel source which might display as 853.×480 (or maybe 854) but it sounds like you importing something that’s 16×9 square pixels.
