  Why does noise disappear when using cloning tool?

  When I use the cloning tool, the noise originally extant in a sample seems to disappear in the cloned areas which is particularly annoying when retouching skin.

  I almost always use the tool with hardness turned all the way down if that makes a difference.

  Any thoughts?
