Why does FCP set 30fps TC Rate for certain audio clips that lack TC stream?

This feels like a buggy ‘feature’ of FCP. It seems like the code simply isn’t there to change from 30 to 25 so you have to ‘trick’ it. I think that for some reason FCP needs to be in a PAL easy setup and then the audio will come in as the rate FCP is set for when you open the program. If it was set for NTSC when you opened it, then you have to choose an easysetup with the proper frame rate, close FCP and relaunch. That logic goes against most things FCP as usually FCP allows you to import media and change it’s properties if it comes in wrong.
I don’t really know for sure and I am just speculating.
