  Why do I still have to use SD Centercut for HD spots?

  Sorry if this in the wrong section.
  I’ve been editing local spots for years now and they’ve all been in HD.
  Almost all of the 300 local stations I deal with demand that text be within the SD title safe region.
  Yet, all the time, I see commercials on TV that stretch out and full advantage of the HD title safe region.
  Can anyone explain what’s going on? Am I missing something?
  I want to work in full HD, titles and all.
