    I recorded a video with the dimensions of 810×1080 and resized the sequence to 1920×1080. I had two black borders each side of the footage in which I wanted to put a picture underneath it to cover it up. For some strange reason, premiere won’t let me drag the image under both the footage, and the audio layer.

    Any help as to how I can drag it under?

    raise your picture up 1 layer on the video track and you will make space for something underneath it.

    You’re trying to drag it onto your audio tracks.

    Just move the existing video layer up to V2 and put your background underneath it in the vacated V1 video layer.
