    Hello,

    When you see some video clips of cars driving fast at night on a city freeway or expressway quite often you will see the lights of the cars totally strung out if you know what I mean. Which FCP filter can do this and what would the setting be?

    There isn’t one. A 3rd party solution may exist, but what you’re generally seeing is done in camera. Possibly time lapse with extemely slow shutter speeds or leaving the shutter open altogether.

    I was under the impression that many times, this is caused by transferring PAL to NTSC…. am I wrong?

    You can do this with a still video camera and long time exposure. We are using Canons, since they come with a free remote control program to do this from a laptop. Have a look at this month’s Cow magazine, and have a look at some stuff from Berlin: https://www.bili-rubin.com/timelapsereel_SD.mov

    Some video cameras can do 2 or 4 fps with open shutter and get close.

    But if you don’t have the streaks from recording, no filter will do this. You might give RS Motion Blur a try (www.revisionfx.com), but it’ll probably show side effects on the background if turned up that much.
