I was reviewing vimeos best HD settings guidelines. In CS5.5, I am outputting 720p from Premiere. I’ve used the vimeo HD preset as a starting point.

I am familiar with most of the encoding settings, but I can’t seem to find these advance settings.

    from vimeo:

Advanced H.264 settings: To make your uploads extra smooth, choose the following advanced settings whenever possible.

    Closed GOP
CABAC (to reduce your file size)

Thanks in advance if you can steer me in the right direction.

These settings can’t be selected in Premiere or Media Encoder. However, if I’m not mistaken they are selected by default in the code. A quick way to verify if that is correct would be to export a file, then check it in an app like MediaInfo. It will tell you if the GOP is closed and if it is using CABAC compression.
