where can i find this effect?

ok, i made a video many moons ago and used an effect almost exactly like the one ive placed on my website >> https://www.ipsyght.pwp.blueyonder.co.uk/blow.gif
however this effect (blow) i’ve took from a program called resolume which doesnt integrate with AE.
Problem is i cant seem to remember or find the same effect in AE. This effect definately exists for AE as ive used it before, i just cant remeber the name of the plugin! Can anyone help me find it?

Download these. It’s in there. Called ‘smear’ if I remember correctly.

if you have 6.5 Pro.. you have it in Keylight.
down at the bottom of the effects.. controls.. you will see crop.. its in crop and its options that give you that smeared look.. I promise..
