Go to Transform Panel > Uncheck ALIGN TO PIXEL GRID.

I was having the same issue in Illustrator CC. This fix will apply to CS5 and CS6. The big pain is that this is on by default and I do not see how to turn if off in the Prefs. I have to manually uncheck this box for each new document I open.

    Moooo!

    I had the same problem.

    Enable Scale Strokes & Effects.

    Worked a treat. Cheers!

Thank you Mat, this fixed it. i was getting insane in a whole file i’d only one tiny object with snap to pixel activated and it was messing with everything around. i still dont know how it became activated. Again Thank you very much you saved me from having to start all over again an lose 4 hours of work 🙂

No! I am still having the problem. When I am reducing the object to 23×23 px it gets distorted and remains same even when expanding to the previous size! I have followed all the suggestions you made.
    🙁

Ok I did it! just with one command after using all previous settings suggested by you; it is flatten transparency 🙂

I tried everything, but only Rossimo’s recent suggestion worked – unchecking Align to Pixel Grid in the TRANSFORM window panel (Window > Transform). I had it disabled everywhere else but here. Thanks!!

To all the quick and dirty solution to this problem
if your artwork is distorted when scaling make a symbol of it and you can scale it to the size of an ant
    all will be in place

hope i helped out a lot of you
