October 7, 2013 at 5:05 pmGo to Transform Panel > Uncheck ALIGN TO PIXEL GRID.
I was having the same issue in Illustrator CC. This fix will apply to CS5 and CS6. The big pain is that this is on by default and I do not see how to turn if off in the Prefs. I have to manually uncheck this box for each new document I open.
Moooo!

July 19, 2014 at 12:24 pmNo! I am still having the problem. When I am reducing the object to 23×23 px it gets distorted and remains same even when expanding to the previous size! I have followed all the suggestions you made.

February 19, 2015 at 11:50 pmI tried everything, but only Rossimo’s recent suggestion worked – unchecking Align to Pixel Grid in the TRANSFORM window panel (Window > Transform). I had it disabled everywhere else but here. Thanks!!
