What would cause stuttering frame rate and bad interlacing on local TV sub channel ?
New local subchannels are popping up all over, and most of them are stupid, crap filled wonders– but one of them really stands out: every video stutters and skips frames (audio stays in sync tho, and doesn’t stutter) and some ads look like low-res proxies…they aren’t I’ve seen them elsewhere and they look fine. Any guess to what’s causing this? First thing that came to mind was unnecessary pull-up or pull-down—They have 2.75Mbps bandwidth and we have 95% strength on our end.
The channel is 15.6 KFTB in Houston –704x480i signal. The guys running it are video shooters, not broadcast engineers…
