    Is this the color that is present when there’s nothing on the timeline?

    Fade to color is a very strange name indeed. I use it for fade to black but you could fade to the color of your choice. You set the keyframes and away you go.

    No. It is the color that is used when you insert a “Fade to Color” envelope with right-click Insert/Remove Envelope | Fade to Color.
