what is use of the in and out point at the timeline in premiere

It’s for a technique more familiar with those who cut on Avid and Lightworks called three point editing. Useful for making cuts in an environment where you have a fixed program length.

If you get into using it, assign a shortcut to “clear in/out”

Three point editing allows you to place a clip in the timeline of a known length.

If you mark the in and out in your timeline and just the in point of your source clip (thus three points chosen) then when the clip is inserted it will be as long as the endpoint in your timeline.
