what is this effect?
ON the show Dancing with the stars, they do a transition that looks like a motion blur on a clip. Similar to a woosh pan on a camera that is to fast for you to see what you are woosh panning by.
but on the tv show’s effect it seems like it is using filters to create this effect. I can’t figure it out because it is more than just a motion blur it looks like the images in the clip are actually moving to the right.
does anyone know how this is done or has seen it?\

You have a clip as a reference?
I got great results today using two different camera angles. I’d quickly zoom in on the wide shot transitioning to the tight and vice versa. With a little motion blur and a hint of glow it turned out sweet. I use this same effect when I do obvious speed changes on a clip. Like a big boom shot at 100% then a bit of motin blur and/or glow to take it to 1000% then again to bring it back to real time.

Looks like a snap zoom but it’s a 5 frame transition from one take to another. What you were discribing is done ver much the same way but often using motion effects as that go between instead of the fake zoom.
heres what it looks like:
You can see th two transitions. I have labled whats what in photoshop just to explain things a bit.
You totally lose resolution whe zooming in/scaling up. The key here is doing it quick. As I mentioned before, a motion effect will help here if that gets too bad. I didn’t even use em in these two transitions. Basicly it’s just a three keyframe effect though. Nadda, to some blur back to nada type of deal.
Also, any efect is helped greatly by some audio to go with it. Noe the sound effts clips under each transition. Can get redundant so use sparingy but helps a ton. -
the clip had banding during the transition but i think i made it out.
so basically you are using the wide shot and resizing up to the max percent to match your medium shot of the woman. then you are cutting to the medium shot of the woman? and at the same time using a little blur to make the resize not look pixelated?

exactly. great way to go from one shot to the other. they do not have to match perfectly. We’re talkin’ 5 frames tops for the whole transition.

i used this effect to blow up a MS to a CU. It looks a little pixelated at 150 percent, but it is passable.
i used a zoom blur to make it look good and also a levels adjustment on the layer above. Looks sweet especially with a swoosh sound effect!
