  What encoder do the highest possible quality encoding?

  Hello.

  I have made a projet in Premiere Pro 1.5, PAL, 25p, 16×9. They options the built-in Adobe Media Encoder are not satisfactory. There is better options in Adobe Encore, but still looking for higher quality encoding. Which programme does it the best?
