how do you create this effect on images that is used pretty commonly on movie posters?
examples are on this guy’s website that was sent to me: https://www.davehillphoto.com/
are there any tutorials or something that can explain how to get this “cartoonish” effect?

That looks like some HDR, or maybe some serious toning or a plug-in like topaz adjust. Or a combination of it all?
