just a curiosity thing. wheneven i startup premiere, it goes thru this conforming thing which sucks up alot of my computer resources and i dont know what the heck it’s doing. i imagine it’s taking all my footage and formatting it somehow … but i’m just speculating. any thoughts? thanks.

Premiere Pro should not need to conform every time it opens a project. Are you changing drive letters somehow?

Do you have the administrative rights on that PC?

Try deleting all of the media cache and preview folders. Then open the project and let it conform. It should not have to do so again unless it can not find the files.
