CC partical world should work fine. He the blend mode to add, and duplicate the layer a few times to add intensity.

As the others said, CC Particle World will do this effect well.

That said, Particular is incredibly flexible, and you can use it for all sorts of effects that you might not think of at first. It’s a great buy, and once you have it, you will find all sorts of uses for it. For example, see this recent thread where Marc De Coster is building an animated dandelion with Particular [link].
