Activity Forums Compression Techniques Weird Specs

I have these weird specs I need create – they are very strange and I am questioning them with the client…

But for now – can anyone help me find something to make this from my 30secs of video:

    – MP4 format
    – No bigger than 24mb
    – 3850 pxls (wide) x 3600 pxls (high)

    It’s for mega-screens.

24MB, 30 seconds. That would be about 6400kbps.
It’s not clear what the playback device can handle but h.264 (ideally using x264), High Profile, CABAC Entropy and it could be OK even though I’d really want a higher bit rate (but that would make the file size larger). I’m not sure what would encode that frame size though.
