Wondering in anyone has done something similar to this and can offer some workflow advice. (please refer to still image)

I need to animate the flow of water coming from both a round and straight sprinkler (it doesn’t really need to look like real water). I need to be able to change the flow height and width as it rotates/is affected by wind. I’m wondering if this is something that could be done easiest with a stroke (3D stroke?) or if I should go for something bigger (particular). How would you go about it? Maybe After Effects isn’t even the easiest tool, would Cinema 4D be easier? If Cinema 4D would be better, please keep in mind I only have the broadcast version.

Any ideas would be helpful! Thanks!

You could try it with shapes layers. You can make the stroke a dash pattern and animate the offset for the flow of water. And you can animate the shape path itself to simulate wind. An echo effect will enable you to make several copies with just one path.
