Want VHS deck with excellent frame control to play tape recorded in EP

I’m looking for VHS deck that could do excellent frame by frame playback of a VHS tape recorded in EP mode. (Just so you have the full picture, I plan to playback the EP VHS tape very slowly, likely frame by frame, and take that output through a camera to capture in FCP.)
Anyone know of the best options?I could either rent from someone for a few days, or possibly buy one if the price is right.

You probably start with a crappy signal (EP), so try to get a solid transfer of what you have in the tape.
