want to sell my license
I don’t use Vegas or any other video editing software and would like to sell my registered copy. Can I transfer my copy so that the buyer can purchase upgrades from Sony?

You certainly can.
Contact Sony Customer Service and let them know the details, including your serial number.
The new owner then contacts them to register it and get a new number.
The new owner can only upgrade it if you have not used it to upgrade in the past.
