    I’m trying to create a “wake up from a dream” sequence, something like in Wayne’s World
    or sitcoms. You know, with waves twirling the shot and a little blur to it.

    I’m trying to use Wave Warp with changing frequency, but it don’t look so good.
    Help me wake up from this nightmare !

    Are you going for something you want to feel “realistic” or more comedy and obvious like the Wayne’s World?

    You might be able to get the effect you are looking for with Distort>Turbulent Displace. Set the Displacement parameter to Vertical Displacement, key frame the evolution and offset, and play around with the amount and size parameters.
