  VLC for time delay

  I would like to stream live video from a camera on stage to a screen but with a delay of about 10 seconds.
  I’m sure I managed to do this once with VLC but I can’t reproduce it. I’ve spent hours and hours playing with the settings and got nowhere.

  I know there are hardware solutions for this but there is no budget for this project.
