    The effect is Posterize time. You will need to animate several parameters to get a similar effect.

    Having watched the clip you reference. The real basket-ball is motion tracked and another fake 3D ball is placed on top (composited) using after effects. Only the ball is posterised in time. Or echoed. But this would definately not been done in Premiere Pro.
