  Video Effect (circle/vigentte) applied to wrong track in Adobe Premiere.

  Has anyone seen a Video Effect (circle/vigentte) not being applied to the intended track (it ends up being applied to the track below, not the one selected) even when you’ve selected the desired track? Does anyone have have a suggestion for the cause, solution or work around for this? Thanks in advance.
