    it is a mix of different things … the vertical rolling is just animating the position and using hold keyframes …

    try using wavewarp…
    try using displacement map, and different textures as the map (like maybe use static as the map)

    add some static and noise over the top …

    There are plug-ins that could help you with this depending on your budget and how badly you need this look.

    A bit pricey but the effect is probably easier created this way than by spending hours trying to manually shift elements.

    I am currently using Adobe Premiere Pro 2 and have noticed significant artifacts or distortion during camera movement only. I originally filmed on digital DVcam tape and capturing from this source tape. When my source tape is played back through a domestic TV monitor no distortion appears. It only appears during capture and on the AVI file that’s produced. How may I overcome this problem?
