The OP is asking about web videos. Probably just two or three minutes ling. I find it hard to justify putting the media and rendering on the SSD just to save a few seconds at render time.

Put the O/S on the SSDPut the programs on the internal HDD. Sure, they will take a few more milliseconds to load and run, but space on the SSD is limited. Is it really worth the effort to get Vegas to load in fifteen seconds rather than 20? After it’s loaded and running, you won’t see any difference.
Use the external drive for your projects. I do this all the time over USB2 drives. When I use USB3, a two hour render may now take one hour and 55 minutes. The performance difference is just not that great.
On the external drive, create a folder for each project. When it comes time to backup the project, it’s all there in one folder and subfolders.
In the advanced O/S things to do – move your “my documents” to the internal HDD. This folder will fill up your SSD faster than anything.
In the advanced Vegas things to do – move your temp folders to the internal HDD.
