No. Closed Captioning is a Broadcast format. Vegas Pro supports closed captioning embedded in XDCAM HD/XDCAM HD422 MXF and MPEG-2 files. You can’t imbed closed captions in an MP4 file.

What you can do is add media captions to a WMV file but those are not “closed” captions. Search the Vegas Pro help file for “Captioning Windows Media files”.
