if i am editing in 1440 x 1080 and i render in it will it look prper on an hdtv 1920

Yes, as long as the PAR is 1.333. 1440×1080 PAR 1.333 = 1920×1080 PAR 1.000.

Open your project properties with Alt+Enter and check the Pixel Aspect Ratio there. If you used one of the standard project templates for 1440×1080 it will be set correctly for you. Then when you render do the same. Use a standard HDV 1440×1080 template and the PAR will be set correctly.
