From what I understand the manual says an object Motion blur Tag needs to be applied to an object I want to blur with a Vector motion Blur. How does the Object Motion Blur tag’s strength effect the Vector Motion Blur’s shutter angle setting? Are they basically the same thing?

The strength acts as a multiplier to the shutter setting. It doesn’t work linearly though, as it seems to be normalized internally to compensate for excessively wrong settings.

Thanks Mylenium! Thats what it seems with some tests I did. Seems like the OMB is good, like you said, for a multiplier. Seems to be helpful on slower moving objects with a boost of the OMB. Thanks man!
