Using trapcode (maybe MIR), to animate a still picture of water?

I’m not sure how to explain this, so I will try my best.
In photoshop in the past, I’ve been able to create a displacement map (grayscale) and apply it as a displacement map to an image. This has proven helpful when designing something like a t-shirt and overlaying the graphic somewhat convincingly on a picture of a plain t-short. I’m trying to do something similar ion AE.
I have a picture of some choppy sea, (no big waves), and I want to animate that a bit so it looks like the water is undulating, swelling, etc…. I was wondering if I could use something like MIR and Fractal Noise to create an animated/undulating polygon mesh that I can use and lay over (under) my picture of the ocean to make it appear like the ocean is actually moving.
Not sure if that makes sense… does it? Anyone have an idea about what I am thinking of doing?
