    I am new. So bare with me. If I created an effect for a certain layer and I want to apply the same effects for a new layer, is there anyway I can apply the same effects without having to go through the same process for the new one.

    copy and paste or save as an effect preset.

    Since you are new I will explain it with a little more detail.
    Select the layer that you applied the effects, then hit E key to open up effects menu
    twirl down the effects and you will see the names of the effects.

    Select the effect or effects you want and copy. Now select the layer you want to copy to
    then paste. Or, the other great option would be that you can select the effect or effects
    and drag it over to the effects palette window. This will give a window to save the effect
    as a preset. Name it and save. Now, if you want to apply that preset to the other layer,
    in the effects palette window, just type in the name you saved the preset under. You
    should see it. Now drag it over to the new layer and done. This way, you don’t have to
    copy and paste every time you want the same effect.
