I manage multiple machines, but they are all on High Sierra. Just did the latest Adobe updates yesterday. No issues, except for one machine. I got error messages at closure of installation of the update. Not with Photoshop, but with all of the video apps. This was fixed by uninstalling the app – using its companion uninstaller (keep prefs). Then reinstall from CC. Assuming the update is compatible with your OS version, then this should work.

I’m having the same error but with Premiere 2018 and with After Effects 2018. Did you manage to fix it at all?

    I should mention I’m on OS 10.11.1

I feel like this happens every time I update anything with Adobe CC it really drives me crazy.
