I have 10.3.9 on my internal drive and 10.4 on the external drive. Is it possible to upgrade to 10.4 on the internal drive using the external drive?

Nope you MUST have the install disks. The only thing that you could do is clone the external drive to the internal, but that would erase all your data on the internal.

Oh and don’t even think of just copying the system folder over, that is just asking for trouble.

Copy over all the documents and apps from the internal to the external that you want to keep. Then clone the external drive to the internal drive using CCC. Erase the internal drive first. You might want to do a complete clone of the internal drive to another external drive just in case. or you could clone the internal drive to the external drive as a disc image.
