Apologize for the newbie questions, just learning through the web currently.
Once animated my objects noise moves as though your old TV had static covering the screen.
Would rather not smooth the object and lose all roughness to my materials.
have tried using the stick tag- no luck.
I’ve read bitmapping can be done if the noise is baked- not sure how to do that.
or sub-frame motion blur? Not sure what this means either.
Or switching the sampling sub division on the reflections tab to a different number?
    my file is here:

if anyone has some solution that can be explained I would be so appreciated!
    Thanks so much

If the noise you’re talking about is the noise I’m seeing in the lower side reflections of your cogs. You will be right about
[kale collins] “Or switching the sampling sub division on the reflections tab to a different number?”

The roughness you’re seeing is the result of an approximation of what a real bumpy specular reflection would look like. If you just change the renderer from standart to physical and set a higher sampling (to medium for example) you’ll notice it disappears. Since this method can put more work in calculating how those speculars should be rendered and thus it smoothes those “fireflies” out.
