Undocking and Docking Layer Panels…
Can anyone tell me how to “re-dock” a layer panel, other than dragging it back over the project panel?
I have tried and tried to dock it by dragging it over to the project panel but it just wont do it! What could I be doing wrong? -

Instructions for docking are here. There are some videos showing how it works linked to from here.
If something just isn’t working, it might be easier to just reset the workspace.
