Unfortunately, you cannot accurately synthesize what the red channel would have been from the green and blue channels. The best solution is to shoot underwater with the appropriate filter to maintain color as accurately as possible.

Rather than working procedurally, I’d probably try approaching this with secondary color correction — working with masks and keys to make the color more appealing.

For my unique reason, we are talking about speafgishing video shot with a small camera attached to the gun, and the nature of those shoots i must use small cameras as midland, go pro with all their limitations.
Generally speaking in the web the subject doesn’t have much tutorials, is not easy to find some about those specific subject

Thanks a lot for your help,
the tutorial is very good(Premiere or After Effects not really matter, I’m looking for a solution in one of the 2) however it clearly begins with a video that, sorry for the silly comparation, has already a “red channel”, reds are hidden due to a heavy cast and colors unbalance, usually with underwater media the matter is cause to much green or bue) and the video correction takes them out, balancing white and enphasizing the overall aperance.
May I’m looking for something that it can’t be simply done with videos, I’m asking here cause i’m a beginner, some experience with photos not at all with video.

here’s an underwater ae 5.5 project i made. It creates a missing red channel by guessing the differences of green and blue. I have no idea if it is what you want, but it looks interesting.
