How can I achieve an underwater effect similar to the header of http://www.deepblue.com?

once you have the surface (fractal noise can do something similar)
“cc light rays” do what the name suggests (and it’s fast) -
For simple volumetric lighting I often use CC Radial Fast Blur because it’s blazingly fast and usually gives decent results, especially if you apply an additional blur after the radial fast blur.
