Understanding “Scale to Frame Size”

I currently taking our legacy footage and importing to a 1080i project.
Each shot looks like a postage stamp – so I’m setting up Premiere to automatically scale to frame size. Is this correct.2.
When I worked in Avid, 4:3 shots had to be transcoded to DNX145 and then a format effect was thrown on…is scale to frame size doing all this in one shot? -

1. It’s correct in the sense that your picture will fill the entire frame, but it will look lousy.
You can’t take 320×240 footage and blow it up to 1920×1080 and expect it to look decent.
I don’t know about #2.
