    Displace > Wave Warp

    If you mean underwater seen from above the surface, then a combonation of Simulation > wave world (To create a wave displacement map) and Simulation > Caustics (to create the water’s specular surface and distortion, as well as underwater caustic lighting.

    Hi there,
    I would try Digital Anarchy’s Psunami, it’s awesome. There is a tutorial on their website explaining how to do an underwater shot. Hope that helps.
