    When I apply noise to a solid is animates like snow on a tv screen, but I just want random dots, essentially. Is there a way to ‘freeze’ a noise frame?

    just render out the frame you want and re-import it

    You can use TimeRemap. Just click on layer in the timeline (Ctrl+Alt+T).

    Auto Noise will create noise on every frame. There is another Moise plugin that doesn’t auto-animate. Have a look-see in the sub-menu, under effects->noise.

    For ultimate control use Fractal Noise (set octaves to 1, it’s sufficient)and scale it down ’til it’s very small. Variation can be controlled using Evolutions.

    Choose Effect > Noise & Grain > Ad d Grain. Then go to “Animation Speed” parametr and set it to 0.
