    Hi there,

    there are a few dedicated third party plug-ins that will do this. Like Sapphire’s excellent TV Damage filter. There are also some presets for “Bad TV” style effects in your presets folder but they don’t really have the effect you’re after. However, you can create this “Snow” type of effect with Fractal Noise. You need to adjust the Scale value down to a value of 1, choose Max as the Fractal type and Block as noise type. Sub-scaling set to 100. then animate the Evolution setting to taste depending on duration. You can then add the Bad TV preset on top to give it a bit more authenticity.

    thanks alot Angie 🙂 I tried it now ,it worked but I had no time back then
    so i search the web and i was luck to find some freebie 1080p Static Tv Stock Videos it was more realistic
