    I’d like the entire image to be displaced, but it’s clipping the edges for some reason. I have Pinning set to None. Is there a way around this?

    It’s hitting the edges of your layer–Displacement only works within the layer, it doesn’t change the shape of the edges. To solve this, you could precompose, and reduce the size of the $100 bill, so that the displacement stays within the bounds of the precomp.

    You dont need to resize the bill. You could either use an adjustment layer on top of your image, which would also influence the layers below so you might want to precomp it. Or you could just precompose the image layer, ad the Turbulent Displace effect on the comp and check “collapse transformations” for the comp in your layer stack

    You could also use the grow bounds effect
