  Trying to Match -14 LUFS audio file from Reaper in Vegas Pro 18

  I recently discovered YouTube has a loudness standard of -14 LUFS. So, I mastered my audio in Reaper(DAW) at a level of an integrated -14 LUFS. When I import the mastered audio file into Vegas Pro 18, to sync with my video, I have to move the volume slider way down to -16.3db to get an integrated LUFS -14. It sounds much quieter than it does in Reaper. Am I doing this right?
