Trying to achieve a effect, youtube link a example inside, should be simply, just need a starting point!

36 seconds in, there is a effect which should be usually shot with a really slow shutter speed ( I think) and this is the sort of effect that my directors what, just wondering how i should achieve this. Im editing in premier but can use After Effects.

In AE you can use some of the Time effects like Posterize Time
