I can’t find a way to export a cropped HD video to 4:3 without the black bars on top / bottom. I didn’t think it was possible until i saw this example:

You need to place it in a 16:9 HD project and render to 16:9 and your 4:3 video will remain cropped with pillar boxes on the side but not letter boxes on the top and bottom.

I would try this.
- Set project settings to 4×3 HD project resolution.
- Use pan/crop on 16×9 media in the timeline to scale such that there is no letter box.
- Render project to 4×3 HD profile that matches the project settings. (may need to create your own.)
This process should render 4×3 video only, however, 16×9 streaming services will still pillar box the 4×3 video.
