Few things. Copy your main layer and mask it to the window. Blur this a touch. Try different transfer modes. In an additional layer, copy the mask from the blur layer and stroke the outside of it to a white color. Set this layer to ‘overlay’ transfer mode. It will seem like a hard glass edge. If you want the glass to also displace the image below it then add a displacement map effect to the blur layer and pipe something into it to displace the image below it.
