You can’t create transitions in Premiere Pro. Use After Effects to create transitions.

You can use your own gradient wipes, if that is what your looking for.

Add Hollywood Effects & Burguer xsitions and it’s probably you won’t need any more. But anyway only you can do is shorten or enlarge the time.

I think he wants to apply “random” transitions. (Like a slideshow)

It is not a feature of PremPro (luckily).
