Torn “Horror” Text

Anyone know of an easy way to create the random torn up text effect seems in the 4 seconds of this video?
https://youtu.be/Zt6RWsITuLII’m specifically looking for a way to split text horizontally and displace the split part then animate whatever that property is to get that effect. Obviously a multilayer approach is possible but seems like too much work for something that simple.

October 29, 2013 at 10:57 pmthat’s not at all what I’m looking for and plus the sort of “bad tv” preset is easily done with the AE animation preset “bad tv”…no need to pay.
I’m specifically looking for a way to split and offset text in AE
