I want to know if there is a fix for this problem.

Two Tracks of video. Each track has been color corrected to match each other. Then I apply a fade-in or fade-out on the top Track shots, there is a sudden color change on the bottom Track at the first frame of the top Track as it starts to fade-in. The color correction (or any FX added) starts at 100% at frame 1 of the top Track changing the bottom Track. The applied FXs SHOULD fade-in with the top Tracks Event starting at 0% and ramping up to 100% at the end of the fade-in. NOT starting at 100% and effecting the bottom Tracks video.

    What is the work-a-round?

Without actually seeing a Screengrab of the Events, it does sound like you have an initial CC Fx Keyframe at 00:00 within the Event. Check and see if the CC is changing over time.

Didn’t find any of that. I ended up in putting both camera on the same track and did a x-fade and then adjusted CC for each of the cam1 takes. Yes, its more work for me, but the end results look the way they should.
